Week One/ CAMP, August 2-6,1999 Civil Liberties Monitoring Project Report
CLMP received approximately 39 calls regarding sightings and complaints about Campaign Against Marijuana Planting troops and low flying helicopter activity during the first week of CAMP in Humboldt County. We had reports of National Guard helicopter, Coast Guard helicopter and private helicopters described as blue and white, a little silver one, and maybe CHP helicopter, flying within 500’ over and near residences and curtilages this week.

Week Two/CAMP, August 9-13,1999 Civil Liberties Monitoring Project Report:
CLMP received approximately 36 calls this week relating to CAMP activities here in Southern Humboldt County. We had reports of military looking helicopter, which we assume is the National Guard, along with private helicopter described as silver and black and another described as blue and white. We had many calls this week regarding low flying helicopters flying over residences and curtileges below the 500’ minimum creating problems of excessive noise and invasions of privacy . One incident involved a suddenly appearing, low flying, loud helicopter estimated at 150’ off ground, shaking the house and freaking out a horse and other animals in a corral near the house,causing them to run through a fence while attempting to flee The head of the HCSD marijuana eradication team, Steve Knight explained that the helicopter was probably flying low for the crews safety because of the fog that morning.

Week Three-CAMP, August16-20,1999- Civil Liberties Monitoring Project Report
CLMP received approximately 40 calls this week relating to CAMP activities here in Southern Humboldt County. Alot of calls were inquires to where helicopter located. On media day for CAMP we only received 3 calls of sightings and low low helicopter overflights . According to KMUD radio news reports concerning the CAMP Media Day the NAtional Guard was participating in the raids that day. The CLMP Hot Line received no calls during CAMP Media Day regarding low flying helicopters flying over homes or in populated areas. We have also received reports of the Coast Guard flying in surveillance mode inland away from the coast. When questioned about this the Coast Guard has replied that they were doing routine patrol-which happens to be very similar to CAMP helicopter overflights and survielance.

Week Four August 23-27,1999 Civil Liberties Monitoring Project Report
CLMP received approximately 66 calls this week relating to CAMP activities here in Southern Humboldt County. This week reports along with reguest for update on lacation of CAMP we received calls regarding flyovers by the dark green (National Guard?) helicopter as well as the black and silver helicopter. One complaint came from angry medical marijuana patient who reported multiple helicopter passes at approximately 200 feet over his curtilage and garden which has a 15 foot red cross designating it as a medical garden. He was also upset that Humboldt County marijuana team with helicopter and vehicles with troops were working in Mendocino County. We received complaints of low flights over residences, by the black and silver helicopter. And we also received some calls about a light blue airplane circling in area CAMP was working. According to FAA regulations airplanes are not allowed to fly below 1000’. Another disturbing report was received regarding litter and trash left at sight where CAMP team were observed eating lunch. CLMP is investigating this further.
